Provides project management leadership for project(s) within a business area throughout the project lifecycle process, ensuring projects meet business requirements and are completed on time and within budget. Has strong understanding of overall business objectives and technology solution and can make recommendations on approaches and development methodologies to reach these objectives. Utilizes project management tools, methods and best practices to plan and direct program schedules and budget that align project with expectations of sponsors and stakeholders, and meets business needs. Gathers detailed business requirements, constraints, and assumptions with stakeholders in order to establish the project deliverables. Performs high level estimation and submits comprehensive resource requests to Resource Management functions. Facilitates detailed estimation across all impacted teams to inform the project prioritization process. Documents high-level risks and assumptions. Coordinates the tasks as defined in the project plan (from initiation through delivery/final implementation). Reviews the work of the project team, performing quality review and escalating functional, quality or timeline issues appropriately. Manages project related documentation (project definition, test plans, requirements definition, etc.) Establishes suitable project methodology and provides recommendation to project sponsor Navigate the product and technical organizations to consolidate business and platform requirements Responsible for writing any non-product specific business requirements and technology integration requirements Submit final requirements for development and/or creative work to begin 2. Keeps team, key stakeholders and others apprised of necessary information. Coordinates communication with all areas of the enterprise that impacts the scope, budget, risk and resources of the work effort being managed. Creates the communication plan for projects including frequency and format. Independently provide consistent and comprehensive stakeholder status reports, ongoing cost analyses, issue and risk management. 3. Measures project performance using appropriate tools and techniques in order to monitor the progress of the project, identify and quantify any variances, perform any required corrective actions, and communicate to stakeholders. Manages project change in accordance with the change management plan to control scope, quality, schedule, cost, and contracts. Responsible for accurately maintaining data in project governance tools, including project plan estimates (ETC’s), project spend, burn rate, and resource time tracking. Assess requested scope changes and provide recommendations to project owner Assists with resource related project issues by executing a course of action established to enable continued project progress 4. Partners within and outside of Target Technology Services - beyond working/project team Establishes relationships with other departments and organizations required to participate in the project. Interfaces with all areas affected by the project. Manages key relationships and stakeholders throughout the project lifecycle. Requirements Four-year engineering degree or equivalent experience. Six years progressively responsible technology experience. At least one year of Project Management experience Strong organizational skills. Strong verbal, presentation and written communication skills. Strong analytical, problem solving and strategic thinking skills to understand and anticipate the impact and opportunities across multiple projects. Must possess knowledge and expertise in the use of project management methodologies and tools, resource management practices and change management techniques. Awareness of program management, portfolio management methodologies and tools. Understands the various application development methodologies (waterfall, iterative, etc.) and can apply them appropriately depending on the type of project that he/she is leading. Knowledge of project management tools, methods and best practices such as those defined by the Project Management Body of Knowledge (PMBOK).
